This coin was minted in Soviet Russia in 1989 under Mikhail Gorbachev as General Secretary. By this time the soviet states were quickly gaining or seeking independence from the Soviet Union and reforms would very soon usher in democratic elections and a restructuring of Russian policy that would shift power from a communist system to a fully democratic system bringing about the dissolution of the USSR by 1991.
